Florida Medical Cannabis Set a $198 Million Record in July. It's on Pace for $2 Billion Without Selling a Gram Recreationally.
Florida sold $198.2 million of medical cannabis in July 2026, the biggest month in the program's ten-year history, and about $1.56 billion through September.
Florida sold $198.2 million of medical cannabis in July 2026, the biggest month in the program's ten-year history, and about $1.56 billion through September. That pace puts the state at roughly $2 billion for 2026, up from $1.65 billion in 2025.
Florida is still a medical-only state. The adult-use campaign didn't make the 2026 ballot. And yet, by Headset's count, it's the largest cannabis market on the East Coast, bigger than New York.
2025: the down year
Florida's medical market did $1.65 billion in 2025. Monthly sales stayed in a tight band of about $120 million to $150 million, finishing with $135 million in November and $142.7 million in December.
That was down around 8% from 2024. The explanations at the time were hemp-derived THC products, which anyone could buy at a gas station without a card, and softer prices on some products. The hemp side of that equation changes on December 11, when the federal 0.4-milligram THC cap takes effect. Whether those customers come back to dispensaries is the question for 2027.
2026: a different market
| Month | Sales (Headset) |
|---|---|
| January | $162.2M |
| February | $148.4M |
| March | $168.6M |
| April | $179.7M (record at the time) |
| May | $169.3M |
| June | $160.4M |
| July | $198.2M (all-time record) |
| August | $190M |
| September | $182M |
| Jan–Sep | about $1.56B |
January beat January 2025 ($145 million), and the first quarter ran about 7% ahead of 2025, by Headset's count. The year started at $162.2 million in January, already above the 2025 range, and July blew past everything. August ($190 million) and September ($182 million) came in just behind it. At the January–September average of about $173 million a month, the year finishes around $2.08 billion.
Headset's statistics page, which uses a rolling 12-month window, has Florida at $1.98 billion for the 12 months to September, up 3.8%. That 3.8% doesn't square with a market that went from $1.65 billion to a $2 billion pace, which tells me Headset's two Florida series are built differently. The monthly numbers and the state's own volume data both point the same way, so I'm comfortable with the direction even if the exact growth rate is soft.
Two cautions. Headset's January figure was first reported as $151.8 million and later as $162.2 million; May was first reported as a $188.7 million record and later as $169.3 million. The table uses the later figures.
The volume, from the state
OMMU's weekly reports are the hard data. Here's the 2026 running total at points through the year.
| Through | THC dispensed (mg) | Smokable flower (oz) |
|---|---|---|
| Feb 20 | 2.87 billion | 984,842 |
| Apr 16 | 6.41 billion | 2.17 million |
| Jul 2 | 11.24 billion | 3.83 million |
| Sep 3 | 15.09 billion | 5.17 million |
| Oct 8 | 17.22 billion | 5.93 million |
| Oct 15 | 17.63 billion | 6.07 million |
The weekly numbers are remarkably steady: outside New Year's week, roughly 400 to 460 million milligrams of THC and 136,000 to 159,000 ounces of flower. The week of October 9 to 15 was 416.3 million milligrams and 148,378 ounces. Flower is about 45% of dollar sales, vape pens 24%, edibles 15%.
Spread across 942,952 patients, that's about 440 milligrams of THC per patient per week.
Patients and stores
| Date | Active patients | Dispensaries |
|---|---|---|
| Jan 30, 2026 | 932,747 | 740+ |
| Apr 16, 2026 | — | 757 |
| Aug 28, 2026 | 940,116 | 778 |
| Oct 9, 2026 | 942,370 | 782 |
| Oct 16, 2026 | 942,952 | 782 |
The patient count crossed 940,000 for the first time in late August. It's growing, but slowly: about 10,000 patients added in nine months, roughly 1%. Store growth is faster, from the low 740s to 782.
Florida has 49 licensed medical marijuana treatment centers. Twenty-five hold dispensing authorization and 23 actually operated stores in the first week of October; the other 24 licensees, including 22 added this September, still report "n/a" every week. The market is vertically integrated and top-heavy. Trulieve alone runs about 170 locations and dispensed 117.7 million milligrams in the week of October 2 to 8, a bit over a quarter of the state. The top five operators dispensed nearly two-thirds of the state's THC that week.
Why medical-only still works here
Florida's program is medical in name and mass-market in practice. A card is easy to get and renew, nearly a million people have one, and the stores look and sell like adult-use dispensaries anywhere else. There's no retail sales tax on medical cannabis in Florida, which is part of why the per-patient spend holds up.
That's also why the sales number keeps growing without legalization. It isn't new demand from recreational customers. It's the same patients buying more, new stores making it easier, and, possibly, some hemp buyers drifting back.
Adult-use: not before 2028
Amendment 3 got 56% in November 2024 and needed 60%. Smart & Safe Florida, again funded mostly by Trulieve, tried for 2026. The state invalidated nearly 71,000 signatures, about 42,000 from voters listed as inactive and about 29,000 gathered by non-resident or non-citizen circulators, the campaign finished 96,470 short of the 880,062 it needed, and the Florida Supreme Court declined to hear the case on March 9. The Division of Elections reset the count to zero. I covered the signature fight in Florida's Legalization Push Fell 96,470 Signatures Short. Now It Starts Over for 2028.
Headset once projected $4.9 to $6.1 billion in first-year sales if adult-use launched. That's a 2028 question now, at the earliest. In the meantime the medical market is on pace to do $2 billion on its own, which would keep it the third-biggest cannabis market in the country, behind only California and Michigan and ahead of New York, Massachusetts and Illinois.
