Twelve Months Became Six Years: New York Can't Stop Moving Its Own Deadline

New York told its first provisional dispensary licensees they had twelve months to get their paperwork done. On October 1, 2026, the Cannabis Control Board pushed the deadline to December 31, 2028. For the earliest CAURD holders, twelve months has turned into about six years.

We go through all five extensions since May 2024, what OCM promised in September 2025, how California, Illinois, Connecticut, New Jersey, Maryland and Massachusetts handled the same problem, and the 3,958 December-queue applications still waiting from the window that closed December 18, 2023.
