New York’s Legal Cannabis Market, By the Numbers

Five years after New York legalized adult-use cannabis in March 2021, the legal market is no longer an experiment. It’s an industry — and 420 week is when you can see it most clearly. Here’s what the state’s own numbers show.

Sales went from a trickle to a flood

The first legal adult-use sale in New York happened on December 29, 2022, at Housing Works Cannabis Co. on Broadway in Manhattan. In 2023, adult-use stores sold $155.3 million worth of cannabis, according to the Office of Cannabis Management’s 2025 annual report. In 2024 that number jumped to $882.1 million. Through the first eleven months of 2025, it reached $1.48 billion.

Put simply: in just eleven months of 2025, New York’s legal stores sold more than they did in 2023 and 2024 combined.

The storefront boom

Sales followed supply. At the end of 2023, New York had 34 open adult-use dispensaries. By the end of 2024 there were 261. As of September 3, 2026, OCM counts 717 — and New York City alone had 214 as of November 2025, the most of any region in the state.

Why 4/20 week matters

For legal retailers, the week around April 20 is now the biggest on the calendar. OCM reported that 4/20 week 2025 was the state’s best sales week ever, at more than $31 million. In 2026, the week brought in about $37.9 million — up 20% year over year — including $8.6 million on April 20 itself.

The enforcement backdrop

The legal market’s growth has come alongside a crackdown on unlicensed shops. New York City’s Operation Padlock to Protect, which began closing stores in May 2024, had ordered more than 1,600 unlicensed shops shut by December 2025, according to CBS New York.
